Oil Aid Plan Aims At Lower East Coast Prices
Washington reports a government move to draw more heating oil from abroad to the East Coast without raising prices. A cost sharing scheme by the Federal Energy Administration could cut New England and Middle Atlantic fuel costs if winter remains cold. Residential heating oil averaged 45.2 cents per gallon in the Northeast for the week ending Jan 29, with inventories 15 percent below last year. The plan includes a FebruaryMarch entitlement of 2.10 dollars per barrel for Northeast importers, intended to flow as a savings to consumers.

Oklahoma Senate backs lethal injection bill for death row
Oklahoma would become the first state to implement lethal injection to execute condemned prisoners under a Senate approved bill. Senator Bill Dawson said the measure seeks a humane method, prescribing continuous intravenous administration of ultra-short-acting barbiturate with a chemical paralytic agent until death, to be pronounced by a licensed physician. The vote was 25 to 21 and a reconsideration is possible.
