Bennington selectmen hold crisis doubts after Town Manager Harold R. Saunders presents new figures showing a 1974 75 surplus rather than a deficit and lower tax delinquency than feared. MONTPELIER UPI Welfare benefits are set to increase about 9 percent in July even as the Human Services Agency cuts 75 to 80 employees. Secretary Thomas Davis said benefits remain a top priority but recipients will reach only 84 percent of estimated need, down from 90 percent last year, due to inflation and potential rate adjustments. About 23,000 people now receive assistance, with 20 new welfare caseworker positions opened as part of the plan.
