GOP delegate formula challenged in court
The Ripon Society sued in U S District Court challenging the 1976 GOP convention delegate allocation as unconstitutional. It argues the plan favors populous states and skews representation, with unequal voter-to-delegate ratios including one delegate for 2 515 District of Columbia voters versus one for 28 148 Florida voters.

Aid coming to New England fisheries gains eyed
Don ald McKernan a top U.S. fisheries policy maker told 120 people at the University of Rhode Island Fisherman's Forum that new international law of the sea agreements could shield New England fishermen from foreign fleets. He cited a UN committee proposal that would grant coastal states control of fisheries unless the state industry fully utilizes the species. Some doubt persists based on past conferences, with others urging unilateral action. He warned unilateral moves could harm U.S. bargaining at the 1974 conference and noted temporary state preferences are not always honored.
