Vermont High Court Upholds Town Meeting Power
The Vermont Supreme Court ruled unanimously that local towns can require officials to call special town meetings when 5 percent of voters petition and two board vacancies exist. The Brandon case found Brandon voters had petitioned to add two board members after increasing the board size, and the selectmen initially refused. The court said Brandon Selectmen Allen Davis Sidney Rosen and Cecil Goodheart must call a special meeting as soon as possible.

Town Douses Half Its Lights In Energy Crisis Plan
Bennington plans to darken residential neighborhoods to meet a 50 percent cut in municipal electric use per a Public Service Board request. Town Manager Edward R. Lamb tours streets with Central Vermont Public Service to determine which lights to switch off while keeping main arteries lit for safety. Even if successful, total town electric use may not drop by half as other municipal energy users remain. CVPS will disconnect power to noncompliant businesses within three days under PSB General Order 56.

Vermont Governor Sees Fuel Crisis Easing Some
Gov. Salmon says the winter dual fuel shortage may be less severe than the 34 percent projection by the New England Power Pool. Anticipated power supplies and warm weather explained the shift, with possible cooperative grid support while warning the crisis is not over. Two committee chairs protested a private session after newsmen were excluded from the Montpelier meeting. Governor notes at least 20 percent of Vermont service stations have gone out of business since the gasoline shortage began.

Rationing plan aims to curb fuel crisis with coupons
Simon said the public could lick the fuel crisis if cooperating with government mandates. A full rationing description will appear in the Federal Register in two weeks. Each person will receive an authorization card to obtain gasoline coupons at banks or post offices, valid for 60 days and exchangeable on the open market. Prices will vary by supply and demand, with extra coupons bought at local exchanges for more fuel. The system introduces a limited free market contrast to wartime бюreaucracy.

Montpelier Lawmaker Proposes Flat Fuel Tax Kickback Plan
Peter Giuliani, chair of the Ways and Means Committee, favors a flat 10 fuel tax kickback for all with sales tax rebates. He urged major tax changes next legislative session and called for repeal of the governor's capital gains tax on speculative land sales and the income tax surcharge. He favored local towns deciding on the poll tax, urged a land use taxation section, and opposed bringing the open spaces tax relief package to the House floor. The Environmental Board finalized a land use plan without a land use tax section. Governor Salmon said he would push for the open spaces tax peg after a secret meeting with lawmakers.
