Vermont law permits retroactive rate increases

To the Editor of The Banner a Brattleboro Daily Reformer article notes Vermont allows a retroactive 2.1 percent surcharge on CVPS bills for three years. The proposal, backed by two boards, asks for a three member initial board from community colleges and cross‑section gubernatorial appointees. A separate measure would authorize the governor to fill a House vacancy immediately to avoid an interim period without a representative, noting Vermont currently has one U.S. representative.
