Supreme Court rules that 18-year-olds may vote in federal elections for president and Congress while state voting ages remain for state and local contests. Court upholds residency rules for presidential voting and bans literacy tests nationwide. Four justices would extend 18-year-old voting to all elections. decision affects Oregon Texas Arizona Idaho cases. The 18-year-old provision becomes operative Jan. 1.
Supreme Court refused to hear Robert G. Baker a former Senate aide convicted in 1967 of theft and income tax evasion guiding his sentence to one to three years in prison. The ruling follows appeals court affirmations and hearings on potential tainted evidence from illegal eavesdropping. Baker who runs the Carousel Motel in Ocean City Maryland has pursued a large condominium project adjacent to his motel with plans to sell units.
Wladyslaw Gomulka is replaced by Edward Gierek as Poland's Communist Party chief amid crisis. Gierek begins talks to stabilize the economy as Baltic riots ease in Gdansk and Gdynia. Szczecin remains tense with higher casualties. Soviet officials deny Brezhnev involvement.
Vermont officials aim to craft an official policy on the Vernon plant as Gov Davis and Attorney General Jeffords clash over the adequacy of Vermont Yankee's report to the Atomic Energy Commission. Jeffords argues the plant may fail water and air standards and seeks more data on groundwater, the food chain, discharges, and monitoring.
Vermont expands pre-sentence reports with a federal grant of 77000 dollars. The plan creates a core diagnostic team including probation staff, a psychiatrist, psychologist, social worker and physician. United Counseling Service joins to provide diagnostic services for offenders in Bennington and statewide.
