Federal highway agency must prepare Route 7 EIS, Second Circuit rules
The Second Circuit upheld Judge Oakes's 1972 injunction blocking Route 7 construction from Bennington to Manchester. It held FHWA, not the state department, must prepare a full NEPA environmental impact statement for the 280 mile corridor, and that piecemeal work triggers federal analysis. The court ordered the FHWA to formulate the EIS and the states to decide whether to appeal or redo Vermont related analysis.

Court Upholds Broad EIS Need For Route 7 Corridor
The court rejects narrow project scope, endorsing an early, comprehensive environmental impact statement for the Route 7 highway plan. Citing NEPA and CEQ, it cites irretrievable resource commitments and continued growth as grounds for broader analysis beyond the specific segment before the agency.
Bennington Junior Women Plan Pottery Demo and Christmas Party
The group's Jan. 14 meeting at Norma Murphy's will feature a pottery demonstration for junior women. At the November session they made stuffed animals and puppets for Toys for Tots to be distributed at a Christmas party planned by Headstart, with refreshments. A Thanksgiving basket project provided meals and goods for a local needy family. A letter from Bennington United Counseling Service thanked the group for donations during a fundraiser. The Red Cross commended past babysitting for the bloodmobile and members voted to donate $25 to the Bennington Rescue Squad. The Dec. 7 Christmas party at Irene Johnson's featured music by John Mook as the fall raffle winner Cathy Brady. The Dec. 22 Christmas caroling was canceled.
