Youth Corps marked by successes and failures
A nationwide UPI survey shows the Neighborhood Youth Corps, run by the Labor Department with OEO funds, has boosted schooling and hiring yet faces criticism for its flaws. It plans about 225 million dollars for 280,000 youths this year, with 160,000 enrolled at a time. Cities report crime and shoplifting drops, higher school re-enrollment, and jobs, while officials defend the program as breaking welfare dependence.
