Youth department urged by New Hampshire lawmaker
Rep Rod O Connor of Dover told a House committee that New Hampshire should create a Department of Youth to handle juveniles status offenders and battered children. He argued the proposed Department of Corrections would neglect youth and criticized the Manchester Youth Development Center as ineffective. He cited potential funding from Civil agencies and noted women offenders need local facilities.
