Carter to boost defense strategy signals tighter US posture

President Carter issued a secret directive for modest defense spending increases and flexible forces to meet threats in the Middle East, Persian Gulf, and East Asia. It directs Brown and planners to review targeting policy for nuclear warheads, aiming to inflict unacceptable damage if needed while exploring limited response options to avoid full escalation. The plan seeks a sophisticated balance rather than a radical shift, reassuring hawks and doves alike without conceding a major German loss in a Warsaw Pact strike.
