ICC Backs Rail Merger Plan With Reservations
The Interstate Commerce Commission endorsed the multibillion dollar ConRail merger plan for bankrupt Northeast and Midwest railroads, while urging more liberal federal funding and cautioning that projected freight revenues may be optimistic. The plan creates ConRail from Penn Central and others, selling Erie-Lackawanna and parts of Reading and Penn Central to Chessie. It calls for eliminating 6918 miles of lines and issuing over 2 billion in stock and debentures, with front end money ideally interest free or debt deferred.
