Federal standards outline Medicare extended care facilities for skilled nursing care. The program, starting Jan. 1, will cover full cost for the first 20 days and all but 5 a day for the next 80 days, for patients not yet well enough to go home after hospital discharge. Beneficiaries already in eligible facilities on Jan. 1 may receive benefits if they had a hospital stay of at least three days between mid 1966 and year end, with specific 14 day transfer rules.
