Marcos Justifies Emergency Security Measures in Philippines
President Ferdinand E Marcos announced emergency security steps on radio and TV citing Communist plans to burn Manila and abduct or kill leaders. He said arrests were under way under habeas corpus suspension and referenced documents tying opposition senator Benigno Aquino Jr. to subversives. The move followed a grenade attack in Manila that killed eight and wounded liberal leaders, with multiple bombings afterward. Separately, the House committee will hold Sept 9 hearings on seal and other ocean mammal protections amid protests of hunting methods.
