State highway engineer Arthur Goss said a delay between Route 7 completion and opening the link is likely and urged pursuing construction funds in the legislature after required hearings. Local leaders urged recognition of the connector as essential to the Arlington Manchester route, while planning help from the Vermont Transportation Board and Bennington County Regional Commission to address worsening downtown traffic after Route 7 opens.
