Prisons Fail to Reform Says Vermont Group FOR Inc.
The letter asserts that prisons do not reform or correct inmates, citing Hoover’s 1970 report and 1968 arrest data. It argues most crimes are by repeat offenders, with 1.5 million under 18 among 5.6 million arrests in 1968, and accuses prison officials of neglect and propaganda. FOR Inc. promotes work release and community treatment over new prisons.
