Changes in Guard Reserve status likely

The Pentagon sought to merge the Army Reserve into the National Guard but Congress signaled only limited reform. A House armed services subcommittee ended hearings on the plan, blocking legislative action this year. Some members favored reorganizing the Army Reserve while preserving it as a formal entity. Defense officials, led by Robert S. McNamara, argued the merger would eliminate duplication of functions, but the plan stalled amid congressional resistance.
