In a hold-the-line fiscal plan for 1973 Gov. Deane C Davis seeks $129.5 million in general fund revenues and rejects broad-based tax increases. He prefers reducing the 15 percent income tax surcharge, in effect since 1969 to cover a deficit, while leaving room for possible increases in sin taxes on liquor, beer and cigarettes.
Gov. Deane C. Davis said a proposed fiscal 1973 general fund could include a reduction of the 15 percent income tax surcharge. He noted the state loses more from the surcharge than it gains and suggested a possible 5 percent cut, while outlining broader budget plans and revenue projections for education, human services, and environmental programs.
