General Hershey accuses overreach over draft board
Gen. Lewis B. Hershey faces sharp defeatist critique from Judge Henry J. Gwiazda and Dr. Kenneth W. Clement who claim Hershey has usurped the Presidential Appeals Board's authority. They allege staffing meddling and attempts to subjugate the board to Hershey's directives, calling for civilian leadership and independent operation.
