BSD Reaches Settlement After Contract Dispute

A settlement was reached at 11 p.m. Wednesday in a 16 month contract dispute between teachers and directors of the Bennington School District. Superintendent George A. Sleeman said he was absolutely certain the contract will be signed within several weeks. No referendum. A teachers rally scheduled for this afternoon was postponed.

Non-teaching staff join union in Mt Anthony district

Secretaries and aides in the Mt Anthony Union School district voted 14 to 2 to be represented by the faculty bargaining agent. The move follows a yearlong dispute stemming from an unfair labor practice charge over the firing of five custodians tied to organizing efforts. The board was ordered to reinstate and compensate the workers, with appeals ongoing.

Vermont to establish state lottery commission

Vermont Governor Richard Snelling signed a measure to create a five member lottery commission to plan and operate a state run sweepstakes. The law takes effect in July and Snelling will name the commissioners, ending Vermont status as the last New England state without a lottery after Rep. Norman Reed's years long push.

Carter seeks power to penalize nuclear treaty violators

President Carter asks Congress to grant authority to impose sanctions on nations found breaking nonproliferation accords. Powell said penalties would be used with restraint, including possible cut of uranium fuel, while avoiding coercive aims. The move comes amid global moves on breeder tech and talks with 14 exporting nations in London. Israel and India, not party to the treaty, press for fuel and reactors.

U S and Cuba Reach Fishing Rights Deal

The United States and Cuba announced a two part agreement on fishing rights in waters off both nations. Reached in New York and Havana, the deal covers overlapping waters off the Florida coast and may allow Cuban boats limited access within the U S 200 mile limit. Details were not immediately announced.

Track security guards unionize at Green Mountain Racetrack

Thirteen of fourteen guards at Green Mountain Racetrack voted 10 to 3 Wednesday to join United Security International Union. Vermont Labor Relations Board will verify results. This marks the first Vermont unionization for security guards. Union founder Ronald Sage of Readsboro and William Mazanec, Deerfield Specialty Paper Co. employees, describe aims of higher wages, pensions, and strong collective bargaining. Negotiations with track management pending. Green Mountain Racetrack General Manager Daniel Laughlin acknowledged the unionization.

Space solar power satellite could power cities by 2025

Dr. Roger Johnson told the 14th Space Congress that a five gigawatt space solar plant, weighing 75,000 tons and five to seven miles square, could beam energy to Earth by microwave at about 10 cents per kilowatt hour. Development could cost 15 to 20 billion dollars with a prototype by the late 1990s.
