Vermont welfare rule changes disputed by advocates
The Vermont Low Income Advocacy Council called new welfare rules by Social Welfare Commissioner Paul Philbrook wrong. The proposed July 1 changes cut benefits for about 625 caregiver households while shifting funds to other programs and increasing state match for 7,800 AABC recipients. The council warns of institutionalization risks and family disruption, while officials say the reforms address inequities and invite public participation under the Administrative Procedures Act.
