Senate panel urges curbs on intelligence agencies

The Senate Select Committee on Intelligence Activities urges a new omnibus law to charter the major agencies and curb covert actions. It reveals about 900 major covert operations in 15 years, calls for advance notice of such ops, and seeks CIA oversight of the entire intelligence community with budget and policy control. The 474 page report, begun January 1975, questions past covert actions and proposes sweeping reforms including new prohibitions and clearer agency roles.
