Montpelier faces a nearly 400000 dollar loss of federal funds after an incomplete April 15 application to the Department of Housing and Urban Development. The Mobil Champlain barge was pushed into abutments by Hudson currents. A demolition barge was lightly damaged. In Albany, the Assembly passed a bill to ban giving stray cats and dogs to labs, though critics say it will cost $150,000 annually and not stop research.
