Vermont Legislature Faces 16th Week of Deadlock
In Montpelier the 1969 Vermont Legislature entered an unscheduled 16th week as four money measures including a 3 percent sales tax and a 5 percent amusement tax stalled. Gov. Davis blamed emotionalism and pledged to resume Monday after Buckley and a Democrat coalition blocked rules suspensions. Sunday racing referendum and ski-area tax issues dominated as lawmakers must still approve a $96.4 million omnibus and $26.7 million capital bonding before true adjournment.

The Supreme Court today struck down state one year residency requirements for welfare recipients in a 6-3 decision. The ruling covered three cases from Connecticut Pennsylvania and the District of Columbia. Special three judge federal panel issued the decision.

Montpelier plan approved to let a special board negotiate sale and leaseback of the Pavilion Hotel. Nixon Proposes Income Tax Reform
President Nixon asked Congress to ease the tax load on the very poor and impose a minimum tax on the very rich. The plan would cut the 10 percent surcharge in half for middle incomes and repeal the 7 percent investment tax credit to curb inflation. It also proposes a low income allowance to remove over 2 million low income families from federal taxes and restrict write offs to 50 percent of income for higher earners.
