ZBA again denies Herrmanns permit in Manchester
The village zoning board rejected a conditional-use permit for William and Judith Herrmann to convert their West Road home now occupied by United Counseling Service into three apartments. Attorney John Carmody Jr. says the board reversed itself and will take the case to Bennington County Superior Court. The dispute hinges on whether old large houses are exempt from a 10 000 square foot per unit lot size rule, as the building sits on 20 250 square feet with UCS in the back.
