Tokyo based UPI report says Red China called for a nationwide drive to prepare to send Chinese to fight Americans in Viet Nam. Beijing threatened troop dispatch if U S escalation continues and if Vietnamese people need Chinese forces. The stand is backed by Mao and party leaders and mirrors Korea War patterns. American air raids continued as Kosygin warned of possible retaliation.

Reduce House Size and Soon Hoff Urges Legislature

Governor Hoff urged Vermont legislators to drastically cut the House of Representatives after realignment. He argued Vermont ranks 47th in population and 43rd in area, and that a smaller chamber could save costs. he suggested 150 members with a 30 percent salary boost could be funded without higher costs. He noted even 120 members would still have fewer constituents than most states’ lawmakers.

Hanoi rejects 17 nation peace appeal posed by non aligned states

North Viet Nam rebuffed a 17 nation peace appeal Monday while reiterating its four point negotiation program. It demanded the withdrawal of American forces from the South and a Viet Cong settlement of South Viet Nam’s internal affairs without foreign interference. The Hanoi statement condemned President Johnson’s April 7 offer of unconditional discussions and a Southeast Asia development fund as a war escalation smokescreen.
