Washington reports the Navy faces anger over a three day delay in learning of Thresher sound and message data showing loss of control and breakup. Testimony reveals the Skylark heard the submarine breaking up minutes after a 9 17 a m contact loss and officials consider how the delay occurred.
U S Rep Robert Stafford lauded defense secretary Robert McNamara before Vermont lawmakers praising his defense economy. He cited a 13 billion dollar cut in military requests and a nearly 3.4 billion reduction in procurement costs through fiscal 1965. Stafford urged further cuts by delaying nonessential projects to protect national security.
The Labor Department reports a 260000 gain in nonfarm jobs in March pushing total to 55035000, led by manufacturing and trade. Vermont insured unemployment falls to 8.2 percent with 6116 claims in early April, while extended benefits apply to 507 claims. Experts see general improvement but caution on sustainability. Harold Goldstein warns of firmer manufacturing signals.
Rear Adm. Lawson P. Ramage testified at a Navy court of inquiry that he formed an opinion on the Thresher sinking but would not state it in open session. He said neither he nor other search leaders knew of Thresher’s radio message until two days later. The admiral noted a Norwegian fishing trawler in the area and said life signals from the sunken sub did not indicate human presence.

Scotland Yard raided homes pre dawn as part of the crackdown on the Spies for Peace group accused of betraying Britain's nuclear survival plans. Officers sought a typewriter used to produce pamphlets distributed at the weekend London peace march. Home Secretary Henry Brooke called the pamphlets traitorous. About 25,000 copies of digest leaflets were circulated as detectives, many in beatnik attire, mingled with protesters. One marcher was arrested.
United Nations Security Council to meet at 3 p.m. Wednesday to discuss Senegal’s charges that planes from Portuguese Africa bombed the Senegalese town of Boumak last week. The meeting aims to review the alleged attack and defenses presented by Senegal.

U.S. Steel faces pressure as its executive committee meets, with a Senate inquiry into steel prices and profits ordered by Sen. Douglas.
Moscow based Pravda on Africa Freedom Day urged Africa to oppose French nuclear tests in the Sahara and to remove foreign bases, calling colonialism obsolete. The front page editorial framed bases as springboards of aggression and linked the campaign to anti Western influence in Africa. Western officials doubt Moscow gains.
The United States publicly rebuked Cuban exile leader Jose Miro Cardona for demanding a voice in U.S. policy toward Cuba and for threatening a $50 million exile expedition against Castro. State Department called the letter a gross distortion of history and policy and distance was stated from any invasion promises. Miro defended himself saying he told the truth and denied seeking a second invasion. The Cuban Revolutionary Council weighs releasing the letter as it meets to decide its course.
A building collapsed in Dock Square Boston following a reported gas explosion. Six people were rescued from the wreckage and taken to Massachusetts General Hospital as police and emergency crews responded near the planned government center demolition site close to Faneuil Hall. A power scoop reportedly broke a gas main before the blast.
Havana reports Prime Minister Fidel Castro will travel to Moscow this year after an invitation from Premier Nikita Khrushchev. The talks will cover relations and the Soviet Union’s achievements and ways to strengthen ties between the two countries.
Billie Sol Estes was sentenced to 15 years in prison by U S federal judge R E Thomason after a conviction on five counts of mail fraud and conspiracy. The judge called Estes the author and perpetrator of one of the most gigantic swindles in U S history. The ruling came after a March 28 jury verdict in El Paso.
Honolulu AP reports hundreds homeless across Hawaii as tropical rains flood Oahu and Kauai. Mountain streams run rampantly and at least two people are missing while forecasters predict continued rain across the island chain.
