Steps include expediting visas for mainland visitors, relaxing dollar controls for Chinese use, ending fuel restrictions for ships or aircraft, allowing US ships to carry Chinese cargo between non Communist ports, and permitting US owned foreign flag carriers to call at Chinese ports. A list of non strategic items may be licensed for direct exports, with imports from China to follow.
