Lt Gov Thomas Hayes announced in Montpelier that he will run for governor as a Republican. He urged the incumbent to face him in a forthright and fair Republican primary, signaling a bid to unseat the current governor.
Vermont Governor Deane Davis invites President Nixon to tour the state with a tentative May 8 date focusing on growth and rural development. The trip would follow recent Midwest visits and address Vermont environmental legislation while Davis discusses campaign issues and liberal versus conservative stances within the Republican party. Hayes attacks Davis and urges candor on national and local issues including Vietnam and the economy.
Washington reports March unemployment at 4.4 percent, up 0.2 from February, the highest since August 1965. The Labor Department notes seasonally adjusted joblessness up 230,000, with adults especially women seeking full time work. Overtime at factories falls to its lowest since 1964.
Dr. Ernest Sternglass, a leading radiation biologist, told Massachusetts lawmakers that emissions from the Vermont Yankee reactor could raise leukemia and cancer rates in children, maternal deaths, and fetal losses in downwind communities. He cited Atomic Energy Commission work on low level radiation effects and urged action to halt the Vernon A plant.
The Senate, by 72 to 4, urged President Nixon to seek an immediate suspension of deploying offensive and defensive nuclear weapons, subject to verification. The nonbinding sense resolution backs a possible standstill while SALT talks proceed in Vienna, though Nixon called it irrelevant. Originally from Sen. Brooke, it had 46 sponsors.
President Nixon orders Attorney General Mitchell to pick a Supreme Court nominee from outside the South after Haynsworth and Carswell defeat. Senators Bayh Brooke condemn the move as political and tied to a Southern strategy as electioneering looms.
In Albany the Assembly narrowly passed the abortion reform bill by 76 to 73 after a last minute vote switch by upstate Democrat George M Michaels, who changed from no to yes to prevent defeat. Governor Rockefeller supports reform and is expected to sign if legislative path continues.
MAUHS staff and about equal parent turnout discuss how attendance rules and permissive practices operate. Principal Keir and Assistant Principal Johnson outline passes for leaving campus, truancy interventions, and the role of guides, with weekly meetings and suspensions for repeated offenses.
Gov Claude Kirk returns to Manatee County with about 80 state troopers to run the school system amid a federal desegregation order. He visited Tallahassee with his newborn son then moved to Bradenton to occupy the administration building. A federal hearing was set to address contempt for refusing a courtroom desegregation plan, while supporters praised the governor and critics warned of confusion for students.
President Nixon appealed to Rep L Mendel Rivers to back expanding the Safeguard anti ballistic missile system. Rivers, chair of the House Armed Services Committee, met at the White House and signaled he will probably back the request but offered no firm commitment. Reports say Rivers also hinted at possible Navy funding, while stressing Navy needs over ABM.
