In Montpelier Gov Deane Davis signed a bill allowing northeastern Vermont towns to enact housing codes despite loud opposition from several thousand residents. The measure, passed at session’s end, lets towns without chartered housing codes adopt codes via their local legislative bodies.
Governor Claude Kirk suspends Manatee County School Board amid desegregation orders and vows to pursue Supreme Court review of cross-busing. Court action set for Friday with officials to appear. Local reaction mixed as legal fight and political stakes rise.

After four months of study some House Republicans near a decision on bringing impeachment charges against Supreme Court Justice William O. Douglas. Lead by Gerald R. Ford the GOP studies press to determine whether to proceed with impeachment. Democrat Rep. John R. Rarick also hints at action.
Cornell University obtained a temporary restraining order after a rampage by about 100 black students on campus. A 2 am to 7 am curfew was imposed, violators face contempt of court penalties. The incident followed a bonfire atop the campus store building and damage to 65 windows and vehicles.
