Japan's air force grows slowly amid Soviet training flights

Japan fields about 130 F104s and 1,200 active pilots with no reserves and little long term power. Two Phantom jets are slated for delivery or local production, but overall defense plans for 1972-1977 focus on training aircraft like the XT2 rather than combat strength.
