Vermont Senate votes to abolish death penalty in most first degree murder cases
The Vermont Senate approved a bill by a 17-11 vote to abolish the death penalty for most first degree murder cases. The measure would forbid execution by electric chair except for police or prison guards killed in the line of duty. The House must decide whether to accept the Senate amendment, with potential conference committee action. The bill leaves treason and kidnapping as capital crimes under federal law. Gov. Hoff supports abolition and would sign an enacted bill.
