Five Steps to Planning a Town Master Plan
Five Steps to Planning outlines a structured approach to town planning. It stresses a systematic survey of public goals, a natural resource inventory, a capital improvement plan, and an education and implementation program, arguing a master plan alone wastes resources without these steps. The United States rejected the request, reaffirming Langley as vital for anti submarine patrols and noting the 25 year lease agreement signed six months earlier. The dispute shadows U.S. bases at Clark Field and Subic Bay on Luzon.
