Panama Canal Treaties Outline Joint Control to 1999 Transfer
The treaties provide shared U S Panama administration of the canal until December 31 1999 after which Panama gains control. Defense stays with the U S with a binational board to review forces every five years. Panama receives 50 to 60 million dollars yearly plus 10 million for operation and 50 million in military aid over a decade. About 70 percent of the Canal Zone reverts to Panama with transitional U S control over remaining areas. Within three years 3500 American civilians face Panamanian law and Panama assumes public services. The neutrality treaty guarantees open access to ships of all nations and warships priority use.
