200 Mile Limit Aims To Rule Foreign Trawlers

In the Gulf of Alaska off New England and in waters shared with Cuba the government moved to enforce the new 200 mile limit on foreign fishing vessels. The change expands the former 12 mile limit after Congress acted to protect domestic fishermen and the Ford Administration backed the measure last year.

Amin lifts ban on Americans leaving Uganda

President Idi Amin lifted the ban on Americans leaving Uganda saying about 240 Americans in the country may travel on normal business. He postponed a meeting with U.S. citizens for a second time and gave no new date.

El Salvador declares state of siege after protests

In San Salvador troops and police dispersed about 6,000 demonstrators occupying the capital’s main square demanding a new presidential election. At least five people were killed and 78 wounded as six days of protests by the center-left opposition call for fresh elections following the February 20 vote won by the government candidate.

Carter proposes creation of a Department of Energy

President Carter sent Congress a plan to form a Department of Energy by combining ERDA FPC and parts of nine agencies totaling nearly 20000 staff. The proposal splits offshore leasing between Interior and the new department and places other programs under Energy. Park Rapids parents fear overtake facts at meeting
