The 1977 Minnesota Legislature, two months in, has not passed a major bill. DFL control of both houses and Independents favor slower pace, aiming to refine laws rather than push new programs. If goals align, session could end May 23 with a calm windup and fewer late-night rushes.
The second spill of carbon tetrachloride into the Ohio River system in a week has left Cincinnati area residents avoiding tap water. Restaurants report diners substituting coffee and tea with meals. Groceries note a spike in soft drinks and bottled water sales. IGA manager Dave Wenger notes a customer buying enough water to fill a bathtub and refusing to bathe in tap water.
In Athens a special sound-equipped room ready at McMinn County Court to handle overflow for the murder trial of Ronald and Wanda Gibson Maddux. They face charges in the beating death of Melisha Maddux, four, whose nude body was found on a bare mattress in the unheated Cleveland home last October.
Washington officials report top aides are reviewing White House attached agencies for possible elimination as Carter pursues efficiency. The White House Office of Telecommunications Policy, a 41 member agency created by Nixon, is among those examined though no decision has been made.

The Commerce Department reports January imports outpaced exports by 1.67 billion dollars, the deepest monthly deficit on record. Exports fell 7.8 percent while imports rose 2.3 percent as severe winter storms disrupted production and shipping, with 1.25 million workers out of work at the peak.
