President Carter announced he would halt deployment and production of the B1 bomber while backing continued testing and research. He endorsed deploying a submarine and airborne cruise missile as alternatives and noted Congressional support in the House.
School officials and Bemidji Education Association reached partial accord on severance, leave, and release terms for the 1977-78 and 1978-79 contracts. Salary proposals were debated with teachers seeking about 805000 over two years and the board proposing roughly 250000. health insurance terms remained under discussion.

Six Kenyan policemen and seven Somali soldiers died in a surprise assault by 3,000 Somali troops on a police post near the Kenya Somalia border at Khamu in northeast Kenya. Thirty five additional Somalis and four Kenyans were wounded. Government said troops were sent and the situation was calm by Wednesday.
15 year old Girl Scout was abducted at a dawn campsite as her sister watched. The abductor a heavyset man promised to release her by the next day, according to Sarasota County Sheriff Jim Hardcastle. The girl later contacted her parents saying she was all right and the abductor pledged to free her today.
