In East Boston a new Massachusetts drug code takes effect with tougher penalties for hard drugs and leniency for marijuana. Assistant Attorney General David Vigoda says the reform aligns legal terms with medical realities, reduces marijuana penalties, and imposes stricter controls on doctors and sellers.
