Presidential adviser Henry Kissinger says North Vietnam promised a full investigation into the fates of about 1,300 missing Americans. He doubts prisoners are hidden, cites evidence of parachuted fliers, and notes Hanoi may seek peaceful unification. He also describes Nixon’s brief on major issues before missions.
The Nixon administration keeps the 5.5 percent wage increase standard for Phase 2 controls but allows flexibility via a committee’s guidance. Officials insist the standard remains enforceable and not a signal for large wage demands, aiming to curb inflation to 2.5 percent or less by year end.
The Bemidji City Planning Commission meets tonight at 8 p.m. in City Hall council chambers to discuss a zoning ordinance for the airport. Nestle and Dennis Grimes seek a special use permit to add a 12 by 20 foot rear addition to their real estate office at 1018 Bemidji Avenue.

The Senate faced a Wednesday deadline to extend stopgap funding for foreign aid and Labor HEW. The House approved a continuing resolution to June 30, while the Senate panel favoring four months for Labor HEW and two for foreign aid. President Nixon had vetoed Labor-HEW bills previously amid budget disputes.
AP reports six fatalities in Minnesota traffic including a three car pileup near Montgomery. Killed were Terrence Klinkhammer 18 Donald David 18 James Claffey 18 Gary Runkle 17 Janis Fischer 22 and Katherine Leibel 69. Several injuries noted. Weather polishes with snow chances through Tuesday.
A Bemidji teen, James R. Sherrer Jr., 15, is listed in fair condition after an accidental 12 gauge shotgun blast to the face. He was hunting with three other boys when one of them fired at a squirrel inside an old shed.
In St Paul a confrontation is shaping up between Gov. Wendell Anderson and Senate DFL leaders over welfare funding. Sen. Roger Moe, chair of the Senate Finance subcommittee on welfare and corrections, says living standards for the poor elderly and disabled should rise even with higher taxes. Moe opposes the governor's tax stance and says additional tax dollars may be needed to fund adequate programs for the needy.
John R. Pfund publisher of the Norman County Index Ada Minnesota was elected president of the Minnesota Newspapers Association at its 107th annual meeting on February 23 at the Radisson Hotel in Minneapolis. Pfund, owner and co publisher with his father R D Pfund, succeeded a long line of editors while the association named a nine member board including Harry Davey John Meyer James P McDonnell Jr Eugene D Johnson Robert M Mack Charles Warner and Jared How.
A bill to prompt a countywide vote on the final MXC site proposes carving a city of 250000 from Aitkin County near Swatara. It calls for Itasca and Cass counties to join the referendum due to regional impact, with committee members noting the high price of preserving natural areas.

Paul Bunyan District of Boy Scouts of America held a snowy weekend event at Bemidji State Park with 110 scouts.
