Laidlaw Outlines Civil Service Plans in Jamestown
In Jamestown Mr. Laidlaw told The Journal he aims to fill federal district offices with men acceptable to active Republicans. First class posts stay with incumbents unless ousted during Cleveland years, contested cases decide later, and loyal Republicans who supported the party will be rewarded with suitable offices. He plans to reinstate railway clerks like Elton Bliss and Buttington and seeks representatives who will serve the people and earn reappointment through merit. He travels about a fort night longer, weighing evidence before actions.
