Deadly Isabel storms into Atlantic coast with power outages

Isabel raced from Virginia to the Canadian border delivering little rain but causing widespread outages, flooding, and at least 17 deaths. About 6 million people lost power from North Carolina to New York. Cities like Baltimore reported up to 7 feet of water and hundreds rescued. Governors warned of days without reliable power as storm debris and damaged utility lines closed roads. Canada saw the storm weaken to a 30 mph whirl as Outer Banks faced wrecked piers and homes.
