Baytown experienced tides reaching about five feet due to prolonged south and southeast winds and surface drainage from recent rainfall. Barricades blocked Schreck at Bayshore, Mapletor, and Crow Road as roads remained passable. Officials expect tides to decline today or Tuesday with no danger reported.

U S paratroopers claim 155 Viet Cong deaths in two major clashes near Ah Khe and Ben Cat while 52 bombers pound guerrilla strongholds in the Mekong delta. Operations include the 173rd airborne brigade action north of Saigon and cavalry actions at An Khe with light American losses.

Indian Prime Minister Lal Bahadur Shastri charged Communist China with firing along the frontier in Sikkim and Ladakh while seeking to dominate Asia. He warned Beijing would use provocations to justify aggression and pledged defense by all means. The UN Security Council had urged India and Pakistan to end their war within 48 hours.
