Henri Spares Florida as Isabel Forms Offshore
Most of Florida avoided Henri’s heavy rain as the tropical system weakened to a low and moved quickly across the peninsula. Meanwhile Isabel formed west of Cape Verde, expected to strengthen toward hurricane strength, with its center about 725 miles from the islands at 4 p.m. Henri’s center was near Daytona Beach with 35 mph winds, and Florida issued no tropical storm warnings.
