Job Program Aids Youthful Offenders in New York
In Manhattan and the Lower East Side a youth program run by Henry Street Settlement, SEA, provides part time public service jobs plus counseling and activities for teen offenders. Pablo, 14, joined after probation and works on park projects, clothing drives, and cleanup, aiming to reduce delinquency. The program, backed by 140000 federal funds, seeks to prove community rehabilitation works better than institutions.
