A 29 year old Baytown mother, Wendy Rico Montes De Oca, was charged with endangering a child after leaving her 4 month old daughter unattended in an unlocked, half down window truck with the ignition on outside Once Upon a Child on Garth Road. The incident occurred about 30 minutes earlier on a warm day.
