A 30-year-old Baytown resident is charged with felony animal cruelty after allegedly burning a cat on North Dolphin Harbor near 1 30 a m Monday. Police found him kneeling over the cat with a machete, then he fled to a nearby house. A necropsy will determine the cat’s cause of death.
