Joyce Young of Baytown Housing Authority explains HUD does not regulate income limits, leaving policies to agencies. She argues for stronger fraud controls and potential prosecutions, while noting most recipients are elderly or very low income. Sonia Barrett, a local activist, is quoted on community impact.
