Texas audit finds slow federal hurricane aid delivery
State auditors report only 2 percent of more than 500 million in Rita recovery funds spent by mid September. Four thousand families applied for aid yet just 13 homes were built, with 1.1 million spent. Gov Perry cites federal rules and safeguards while vowing faster disbursement and continued oversight with local governments.
