Humble Oil and Refining Co informed County Commissioner W. W. Ramsey that the Decker Drive right of way must be purchased at fair market value. The company indicated it would set access routes after study and cited needing fair compensation for land along Spur 330 through Baytown.
The area can expect partly cloudy skies with warm temperatures through Wednesday. Tides in Galveston show low at 1:44 a.m. and high at 10:16 a.m. Local conditions emphasize generally mild coastal weather ahead of midweek.

James B. Boone Jr. will become The Baytown Sun business manager on Wednesday. He has worked since June 1, 1958, in advertising circulation and production and will continue as editorial assistant in business news. Boone, a University of Alabama graduate, previously worked at Tuscaloosa News and Cedartown Ga Standard, and is son of Tuscaloosa publisher Buford Boone.
U S Representative Albert Thomas of Houston said 163000 square feet at the Dickson Gun Plant on the Houston Ship Channel will stockpile ferro manganese for federal use. The material from Brazil and India exceeds 100 tons and would be available to Houston steel mills if needed for an emergency.
