Ron Embry, head of public relations and plant services at Exxon Baytown Refinery, is unanimously appointed to Baytown City Council District 6, replacing Mary Elizabeth Wilbanks whose resignation takes effect June 1. Embry’s community involvement is noted, with duties in Palmer Drug Abuse Program and other local organizations.
Former Liberty County jailer Sonny Bivins 44 of Daisetta was convicted of aiding in the January 4 jail escape. He received a two year sentence and will appeal after posting bond. His wife testified about family support as he awaits appellate review.

The Shands Huffman School Board Thursday appointed Douglas Shands as superintendent to lead Huffman district. He has served as interim since Eugene Bighie resigned last January and previously was assistant superintendent of fiscal affairs. Shands, a Lufkin High School graduate, holds a bachelor’s from Texas Tech and a master’s in education from the University of Houston, with additional work at the University of Washington and Stephen F. Austin. He began as a Liberty teacher, later worked in Clear Creek, was New Caney High principal, Huffman middle school principal, then director of auxiliary services and assistant superintendent. Shands and his wife Julie have three children, Kathy, Stephen, and Laura. He is active in several educators associations and emphasizes ongoing education quality.
Barbers Hill High School trustees approved about 32000 for a radio tower and equipment to join the Texas Education Association Region 4 Interact network. The system will broadcast lessons and provide a telephone link to teachers, offering courses in Latin French psychology and technical writing while reducing travel costs.
Government offices will close for Memorial Day while fire and police departments operate normally. Libraries and many city, county, state, and federal offices shut, with some utility and corporate offices also closed though plant operations continue.
