Hog Island plan an impossible dream
A 1939 effort by the East Harris County Federation of Garden Clubs to develop Hog Island into a family park with an arboretum and bird sanctuary faced complexity. Plans called for limited subleases, a lifeguard station, a cable protective line, playgrounds, parking, and cooperative oversight by the Federation, State Highway Department, and Navigation District, with community groups and schools invited to participate, though the project now sits in a state of vague abandonment.
